CM KCR Review on Stamps and Registrations

The State government has come to a conclusion that the government treasury did not lost even a single rupee or an inch of government land due to attempts made by some individuals to grab Jagirdar lands in Miyapur, Balanagar, Ibrahimpatnam, Shamshabad areas. The officials concerned have brought to the notice of Honourable Chief Minister K Chandrashekhar Rao that the land, purportedly registered by the private persons is very much under the government control. There is no truth in the propaganda launched by a section of media and the Opposition that there is a scam in the matter. The government came to conclusion that it has not suffered any loss on the matter.

            However, it is clear that some people have committed irregularities on these registrations. The government stated that there is no need to order a CBI inquiry on this as the CID is investigating the matter and some people have already been arrested. The government is of the opinion that some people have created GPAs to gain rights over the land and get some strength in their case in the Courts have indulged in illegal registrations.  The government has clarified that no one can ever get registration of the government lands and even if someone did it has no legal validity and the land can never be transferred. The CM has clarified that already some of the persons involved are arrested and some more will be prosecuted however big and mighty they are and the inquiry is still going on. He has asked the officers concerned to continue the probe.

            The CM has held a review meeting on the registrations issue that came to light recently. He has discussed at length on the conspiracy to grab government lands in Miyapur, Balanagar, Ibrahimpatnam and Shamshabad and other areas in collusion with the Sub registrars. These are the issues emerged out of the entire matter

The Sub Registrar concerned provided litigation rights to the private individuals in Miyapur and registered 810 Acres. Infact this is not land transfer registration. This is about litigation rights. If it were to be land transfer registration the registration fee would have been Rs 415 Crore. But for this registration only Rs 60 lakh was paid. This is also paid, as they wanted to pay something for the registration. There is no basis for this registration charges.

            This land is to be registered as Immovable property under Land transfer Book No 1 but it was registered under Moveable property under Book 4. Hence this registration has no value. Some people have filed cases long ago to get rights over the Jagirdar lands. From Civil Courts to High Court they lost the cases. Then they filed a petition in the Supreme Court. To strengthen their arguments in the supreme Courts they have resorted to the illegal registrations. The moment the government came to know of this illegal activity, it has taken action against the officer who did the registrations and others responsible and cancelled the registrations. Hence the government did not lose even a single rupee on Miyapur lands and not even an inch land went to the private persons control. The private persons have no strength in their arguments in the courts on the issue. The government has notified to the Sub registrars stating that it is the government land. But yet the sub registrars have registered the land. This is entirely omission and mistake on the part of the sub registrar concerned.

            The matter is same with Balanagar Sub Registrar’s office where government land in Miyapur and seven other villages is registered in the name of private individuals. Here also land is not transferred. Only litigation rights are registered on the lands. The Sub registrar took only Rs 8 Lakh as fee and registered the lands. This land is also recorded in the Book 4 (Moveable Assets) but not in Book 1(Immovable Assets). In the documents it was recorded that Miyapur and seven villages and names of the villages are not mentioned nor the extent of land. This registration is also invalid because they are all the government lands. The government did not lose a rupee or an inch of land. The government also cancelled the registrations here and took action against the guilty. The government has also instructed officials get details of other transactions other than these two.

            The CM said though Jagirdar lands are abolished certain people are still trying to create documents to say they have the rights and some sub registrars are helping them. The government will not spare such people and will punish the guilty however high and mighty they are. The CM made it clear that Jagirdar lands have been abolished and no one has any right over it. If need be the government will fight a legal battle on the matter. Not even an inch of government land will be allowed to grab. The government has already decided to filter the process of registration, which has some lacunae. Even before the illegal registration came to light, the CM has taken cognisance of it. The CM has asked the officials to take this incident as an opportunity to take measures for rooting out any scope for corruption in the registrations. He also asked them to prepare a comprehensive plan for this.


            The CM also said that the attempts to grab Jagirdar lands should be confronted from all the angles. Since these cases are pending in the Supreme Court, the state government should file detailed information in this regard. The officers concerned should send the information directly to the Chief Justice of the Supreme Court to enable him to take these matters into consideration.
