Despite Widespread Changes, theImportance of Character and Credibility of Civil Servants Continues Unabated









Said Dr. D Subba Rao, IAS (Retd.), Ex-Governor RBI in the valedictory function of 93rd Foundation Course at Dr MCR HRD Institute
The highly prestigious 93rd Foundation Course attended by the largest-ever batch of 316 Trainee Civil Servants, organized by Dr. MCR HRD Institute of Telangana under the aegis of LBSNAA, Mussoorie and DoPT, Government of India came to a spectacular end today.

Dr.D Subba Rao, IAS (Retd.), Ex-Governor RBI, who was the Chief Guest at the function, stated that while the macro and micro environment has changed at a mindboggling pace, the importance of character and credibility of a civil servant, in terms of such values as honesty, credibility, and integrity in discharging his duties efficiently has not changed. He called upon the trainee civil servants to learn to do their jobs with great passion, irrespective of their likes and dislikes for their jobs and assignments.

Dr.Subba Rao opined that the problems being faced by civil servants in the contemporary society arehighly complex in nature and there are no quick fix solutions for them.  He stated that only those officers whoare proactive in understanding the root cause of these problems by interacting with different stakeholdersand also keep learningwill succeed in their careers.

Dr.Subba Rao said that the “Chalta Hai” attitude gave rise toinefficiency, lethargy, and tardiness in government offices and advised the officers to become role models of professionalism of the highest order and bring about a change in the mind-sets of employees.

Dr. D Subba Rao observed that the phenomenon of political interference is more imaginary than real and civil servants can deal with this phenomenon in a win-win style.

Dr D Subba Rao presented the Director General’s Rolling Shield for best all-round performance to Mr. Sanket Agarwal, IRS (IT). He also presented certificates and medals to the winners in different Academic and Non-Academic competitions.

Subsequently, Sri P S Rammohan Rao, former Governor of Tamil Nadu presented Course Completion Certificates to the trainee civil servants and also released a copy of “Jhalak” a house journal, brought out by the House Journal Society of the 93rd Foundation Course.


Sri B P Acharya, IAS, Spl. Chief Secretary & DG, Dr. MCR HRD Institute in his welcome address said that the prime objective of the Foundation Course was to equip the Officer Trainees with a core set of values, skills, and knowledge for their success in their careers. “This cherished goal was achieved through a fusion of academic, outdoor, extra-curricular, and co-curricular activities during the course of the Foundation Course”, added Sri Acharya
